Studying through the Vanguard Method (tVM) reveals that, whatever their successes, common attempts at integration fail to create services which meet their purpose as citizens would see it.
Integrated services developed through tVM are demonstrably different and better. Staff report that they have rediscovered their professional values but have jettisoned ‘professionism’. Meanwhile citizens are amazed at a service which truly helps them to help themselves.
